The residential unit will be setback 3m from the road boundary and will be screened by the existing hedging on the site which will be maintained to a height of at least 2.5m;

The proposed residential unit of 116m2 will have footprint, appearance and function that will be subsidiary/ancillary to the principal dwelling on the site and will therefore not be a second independent household capable of being subdivided from the site; and

The construction works will be managed so as not to enter the water bodies on the site and therefore preserve their natural character;

Whilst the residential unit will protrude through the daylight control planes along the road boundary, the road reserve will experience very negligible shading;

The existing vehicle crossing will have clear sightlines looking to the end of the cul-de-sac to anticipate incoming traffic from the adjacent vehicle crossings. Whilst it will not meet the minimum requirement for sight distance looking to the north, any adverse safety effects on the road and road users will be mitigated by the lower operating speed along the bend in the road which will allow for more time to anticipate incoming traffic. Additionally, it is less likely that vehicles exiting the site would turn right to leave as they would more often than not, turn left to leave the cul-de-sac;

The Ecological Report submitted with the application recommended that restoration planting be undertaken within the wetland on the site to provide a net biological gain on the site. The restoration works will enhance the natural character and ecological values of the wetland on the site; and

The privacy and amenity values of the adjoining properties will be maintained.

The proposal is consistent with the objectives and policies of the Operative District Plan, and the Waikato District Plan – Operative in Part.

The proposal is consistent with the operative Waikato Regional Policy Statement and all other relevant matters.

Overall, the proposal meets the purpose (section 5) and principles (sections 6-8) of the Resource Management Act 1991.
