112 Lots, 29 Stages, Stormwater on a Hillside - How We Unlocked Hamilton's Most Complex Subdivision
The Project
A hillside site near the Southern Motorway extension. 29 stages. Stormwater cascading down the slope. Council traffic rules that would cap the title count until road upgrades were finished elsewhere. We found a way through every single constraint.
The Challenge
You have a large-scale subdivision near the Peacocke growth area, but council is telling you they will only certify 70 lots until external roading upgrades on Peacocke Road are completed - work you have no control over. Meanwhile, the hillside topography means stormwater management cannot be solved with standard piped drainage, and you need a design that council will accept for an entire staged development. If you cannot start selling titles, you cannot fund the next stage. The whole project can stall waiting for someone else's infrastructure.
The Solution
We implemented a Green and Blue Network strategy that turned the stormwater constraint into a neighbourhood amenity. Instead of fighting to pipe the runoff, we designed an ecological Blue Network of stormwater swales and drainage reserves - vested as Local Purpose Reserves - that managed runoff naturally and gave future residents open green corridors alongside their properties. On titles, we negotiated a staged release structure limiting initial s224c certification to 70 lots, allowing the developer to begin selling and banking revenue while the Peacocke Road upgrades were completed in parallel. We then secured subsequent Land Use Consents for duplex dwellings on newly created lots, maximising the yield per lot.
The Outcome
The Mila Paige Close community. 112 lots, high-density duplex living unlocked, cashflow from Stage 1 funding the rest. If you have a large staged development being held back by external infrastructure or complex stormwater requirements, this is the kind of problem we solve.
