How We Got a Laser Clinic, Radiology Suite, Pharmacy and 100-Child Childcare Centre Approved - On a Contaminated Industrial Site
The Project
Four sensitive healthcare activities. Two adjacent sites in an Industrial Zone. Contaminated soil. High traffic. And a childcare centre that needed to be protected from industrial noise. Most consultants would have said it was too hard. We got it consented.
The Challenge
You have a vision for a healthcare precinct - a laser eye centre, a radiology clinic, a pharmacy, and a childcare facility all in one place. But the site sits in an Industrial Zone with contaminated soil, and council is going to push back hard on putting children next to factories. The money is real. The delays are real. And if you get the consent wrong the first time, you are looking at months of back-and-forth, higher fees, and a development that might never get off the ground.
The Solution
We built an integrated planning strategy that treated all four activities as a single cohesive precinct rather than four separate problems. On contamination, we applied the NES (National Environmental Standards) and designed a strict Site Management Plan for earthworks so council had nothing to object to. On noise, we created a specific acoustic zoning layout placing a quiet buffer between the childcare zone and the industrial boundary - backed by engineering-certified indoor noise standards. On traffic, we worked directly with transport engineers to design a layout with compliant parking and safe pedestrian pathways, including a booking system to manage the predictable peak flows a healthcare precinct generates. Council received an application with every concern already answered.
The Outcome
