About Us

Bilimoria Consulting provides professional planning and resource management services across a wide range of development and policy areas.  I, Gulab Bilimoria can provide services for small scale developments through to large complex projects.

I believe that my early involvement in project planning and design will ensure that a proposal has the highest chance of success.  That is borne out in my success rate, and my client feedback.  Gulab will also assist in ensuring that all environmental issues and sustainability goals are considered.  My services include taking on a project management role and coordination of other professional inputs.  I am a recognised planning consultant eligible to make applications through various Council streamlined application processes.

My expertise includes commercial, industrial, institutional, residential, rural and mixed-use development projects and subdivisions.

Gulab is proud of his reputation for providing accurate and effective planning advice, high quality reporting and excellent service. I seek to add value by identifying opportunities to maximise the development potential of any given site, while advising on how to minimise risks to a successful project.

Gulab has completed a course through the Hubert Humphrey Fellowship Program in planning at Hunter College, City University of New York, and a Diploma in Land Surveying from University of Otago, New Zealand.  Gulab is a full member of the New Zealand Planning Institute (MNZPI); and the New Zealand Institute of Surveyors (MNZIS).

PROFESSIONAL CAREER in FIJI

Gulab has worked for five years as Registered Surveyor with Harrison Grierson Consultants, Fiji and Auckland; nine years as Principal Surveyor/Planner for Fiji Housing Authority.

PROFESSIONAL CAREER in NEW ZEALAND

Gulab has worked two years with Bay of Islands County Council as Senior Planner.  He was the Planning Guidance Manager with Hamilton City Council, New Zealand from January 1990 to March 2011 in-charge of the Planning Guidance Unit of the Environmental Service Group. 

In brief, during his 21 years at Hamilton City Council, Gulab has done much to increase the profile and effectiveness of town planning in Hamilton.  He has set up processes which have enabled the Planning Guidance Unit to become much more effective in the delivery of consents.  It began with the ISO accreditation but has been an on-going process to making the unit amongst the best within the country.  His attention to detail, drive for quality and unerring instinct for fair play have done much to increase the profile and effectiveness of town planning in Hamilton.  On-going consultation is carried out with the regular customers and the linkage with other units in council has been put on a business-like basis.  Gulab’s leadership in managing the implementation of various Hamilton City plans from 1990 has overseen a period of unprecedented urban expansion in Hamilton. In 2009 he was recipient of the NZPI Distinguished Service Award.
