House converted to Childcare Centre

The proposal is to establish a childcare facility within the existing dwelling on the site. The proposed childcare facility will operate between the hours of 0800 and 1800 hours. The childcare facility will be carried out in two stages. Stage 1 will provide space for 70 children within the existing dwelling on the site, and Stage 2 will include a 100m2 addition to the north-western corner of the building to provide space for a total of 100 children. The two stages will consist of the following:

  • Stage 1 will include 70 children and 9 staff. There will be 25 children under 2 years of and 35 children over 2 years old. A car parking area will be constructed to the west of the building and within the existing paved area on the southern side of the building, allowing for 21 parking spaces
  • Stage 2 will increase the number to 100 children and 12 staff. There will be 35 children under 2 years of and 65 children over 2 years old. The car parking area on the west side of the building will be extended to allow for a total of 32 parking spaces on the site.The applicant proposes to erect a 1.8m high acoustically designed fence along the north and east boundaries, adjacent to the outdoor play area. The other two boundaries of the site will be of the site where there currently is no fencing. There will also be a 1.8m high acoustically designed fence erected between the parking area and the outdoor play area.
The proposal includes the construction of two parking areas on the site as part of Stage 1, which will result in a total of 22 parking spaces. The parking area to the south of the existing building will contain 11 spaces and will be located mostly within the existing paved area and the parking area to the west of the dwelling will initially provide 11 parking spaces, two of which will be stacked parking spaces. The number of onsite parking spaces will increase to 34 following the completion of Stage 2, with an additional 10 parking spaces created on the western side of the site, including a total of 6 stacked parking spaces. The parking area on the site will include an internal planting area, which includes planting 7 tulip trees being planted within the parking area.
